This does seem a little heavy handed. HOWEVER, there are those times,

Here's my rationale for supporting Cathy's plan: If a company's management is broken so that it is too pusillanimous to fire incompetents, then it's up to the company's employees to find ways to motivate the incompetents to quit. Otherwise, the company will eventually fail and everyone will be out of a job. So any tactic that either increases the likelihood of management finding a spine or makes life at work less pleasant for the sloths who keep you from getting your job done is fair in my book. If it's legal, I say go for it--acknowledging there's always a risk that your name will show up on the next layoff list. But that could have happened anyway.
