Exactly. It's an issue of countable (discrete items) versus measurable
(a continuum).

Time is continuous and is a measured quantity, so to me it's never
appropriate to use "fewer" rather than "less" when talking about
durations. Is 355 days fewer than 1 year? No, but it is less than
1 year.

And if you're talking about percentages, that automatically implies
a continuous scale (or at least the existence of fractional values)
which makes it a non-countable situation.

The issue is one of whether the "stuff" being referred to is viewed countable or not. See the American Heritage Dictionary usage note at
