A few highly-motivated, professional writers who understand the
corporate world, get along with each other, and respond well to change.
Plus, a budget for training and for tools.
If I have to choose between more people and more tools, to some extent
I'll choose the tools. But above all, the people have to have some
enthusiasm and professionalism.
