Sarah:
If your config file has no "RTF_HYPERLINKS" line at all, just add one that says "RTF_HYPERLINKS = YES". If the file already happens to contain a line that says "RTF_HYPERLINKS = NO", change it to "RTF_HYPERLINKS = YES".
No quotes, of course, and the line can be anywhere in the config file (but make sure that there's only one RTF_HYPERLINKS line in the file).
The change will take effect the next time you run Doxygen.
