The Province of Quebec - in the persons of its politicians
and bureaucrats - spent several decades diverting the funds
that should have gone to highway/road maintenance and upgrade.
In almost every case where a repair or upgrade should have
involved digging and laying a solid base, they put ever
more cosmetic coats of asphalt over the mess, deferring
the rework for somebody else to inherit.
So, while Quebecers could enjoy the continent's finest
nit-picky signage laws and language/thought police,
they had some of the crappiest roads and infrastructure.
In the case of the overpass in question, it was
designed and built decades ago, to handle a much
smaller volume of traffic, and a lot less road-salt.
Few, if any, heads will roll, and none are likely to
be the right ones.
Techwriter tie-in: I wonder whatever happened to the
original documentation specifying the design limits
and required upkeep of the roads and bridges in
question.
