RE: Files to deliver with WinHelp Help File...

You've had to distribute the .hh file to the end-user? Interesting. I've
never had to do that.  I have the .hh file in the directory I am
compiling the .hlp file in, but none of my in-house users <or our
clients> have any .hh file on their PC. 

Are you sure you ship the .hh file?
