Unfortunately, since we haven't told them about the issues that we
see, and we are also about to deliver the project on schedule, the
person now wants to use me as a reference. So what do I tell the
person?

Does your company have a policy regarding references? Does the
contractor know your company has a policy regarding references? ;-)

I can verify employment dates... that is the extent to which I am
allowed to give a professional reference.

You should take to your HR advisor about this. The list may not give
you the right advice for your situation at your company.
