If you report to the project manager and the final result won't impeed the
final result for the user of the final product, relax and do it the
manager's way. Sometimes the quickest way to end a war is to surrender, and
it's important to expend energy only on important battles because there are
enough of them to go around.
On the other hand: if you are convinced that the other presentation will
seriously get in the way of the user's understanding, be sure to let the
other side know that this is why you are fighting (and be very clear about
why you think this). Then fight for your presentation even if it comes down
to the manager saying "my way or the highway". At that point you will have
been beaten into submission, which is different than surrendering. Even if
they are irritated with you, the other side should at least respect (and
value) your commitment to the customer. If they don't, you don't want to
continue working for them anyway.
Also see if there's any way to re-"chunk" the procedure so that it doesn't
require quite so many layers. Have you written it as a flowchart? Not
seeing the exact document, I can't give a detailed response on that aspect.
