Oh heck, I never do that. What I do is present the possible options
and what resources are required to accomplish them and then let
Marketing, Engineering and Finance have at each other to decide
what they think they need to sell the product, what they think they
can support technically and what they're willing to pay for. When
the dust clears, whatever everyone agrees on is the project goal. If
I say we could provide information to 100% of targeted users with
X additional resources and the consensus is that the 70% we can
do with what we have meets the product goals, so be it. I just want
to make sure that everyone understands where the limits of our
resources and schedule are so that nobody can look at documents
during the reviews and say, "we needed more than this."

target our efforts, and by "we", I mean Tech Comm people, then how do you
justify as a business case the extra time and effort?

Which is what the VP will want to know - what's the justification for
spending the extra money when you can target the information to the bulk of
the users?

Would you lose credibility if you don't consider the business case before
you ask for the additional resources? And what would that business case be?
