If a proposal says "Offerors shall submit a proposal electronically,"^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
and you are preparing the submission in Word, should the proposal be
submitted in Word, or as a PDF?
My inclination is to PDF. Thoughts?
