You haven't mentioned which HAT, so I'm assuming RH X5.

Per http://www.adobe.com/devnet/robohelp/articles/context_help.html,
the "Help" link which does display the topic and TOC is called using:

[a href="javascript:RH_ShowHelp(0,'WebHelp/default.htm>WithNavPane',
HH_HELP_CONTEXT, 5)"]Help[/a]

This assumes that the window layout you have defined for the topic+TOC
is called "WithNavPane"; let's say the other is called "NoNavPane".

I'm guessing that you (or the developers) need to change all the
field-level calls to RH_ShowHelp to pass the second parameter as
'WebHelp/default.htm>WithNavPane' instead of
'WebHelp/default.htm>NoNavPane' which it is at present (remember my
assumption just above this).
