My husband has accepted counter offers TWICE, at the same job. Each time
he was convinced that he was leaving, not looking back, not interested in
staying. Each time the made him an offer he couldn't refuse. Some of the
promises didn't materialize, but most did. After 15 years, he is still
there, still complains, but is relatively happy.
Of course, he is not a technical writer, so YMMV.

to do is accept a counter offer. Whether it's because of something like
Al said or something else, this little article was basically saying it's
never worth it to take a counter offer. There might be exceptions,
though.
