Quite a few Windows programs will do it, such as 
Total Commander or even 4NT. 

What you want is the Unix 'touch' utility. 
There are various MS-DOS versions floating around;  
the Garbo FTP archive has a reliable one at: 

ftp://garbo.uwasa.fi/win95/unix/UnxUtils.zip 

unless you want to install Cygwin and do it properly in 
Unix shell ...
