PDFCreator (on Sourceforge.net) and PrimoPDF (www.primopdf.com) are a couple
of free PDF conversion tools (which even convert from other Office
applications including Visio). If you're looking for a very basic convert
(with hyperlinks not converted and images turning lossy), then either of
these should do, and they cost nothing.
If you're looking for a high-quality conversion, Adobe Acrobat is the best
bet IMO. You could opt for the Standard edition instead of the Professional
edition (http://www.adobe.com/products/acrobatpro/acrobatstd.html), which is
far more reasonable. I recently heard of this other tool called Nitro PDF
Express (www.nitropdf.com), but haven't tried it myself.
About HTML conversions, you could directly save to the HTML format using the
Save As feature in Word. The other option would be to export your PDF to
HTML format (this is possible with Adobe Acrobat).
