If you want to create HTML files from Framemaker files, you might want to look at Madcap's Flare 3.0. Earlier versions were not compatible with Framemaker's TopicAlias function but 3.0 fixes that problem.
Madcap is also producing a "replacement" for Framemaker called Blaze. I have not used the product yet although I am a beta site tester. It's not available on the market but keep your eyes open. Mapcap was a big hit both at the STC Conference and the WritersUA conference.

What, if anything, is taking its place? Online documentation?
Taking its place for what? FrameMaker is not online documentation, it's an authoring tool. Sure, with WWeP or such you can use it to create online documentation.
Is Quadralay Webworks Publisher compatible with FrameMaker 8? I was notified some months ago that Qaudaraly considered Webworks Publisher passé and was pushing a new product. Has anyone had any experience with the replacement for Webworks?
Quadralay WebWorks ePublisher 9.x will be compatible with FrameMaker 8 when Quadralay releases the patch. WebWorks Publisher 8 was compatible with FrameMaker 7.2 after a patch and WebWorks Publisher Professional 7 was compatible up to FrameMaker 7.1 after a patch. I don't expect WWP 8 or 7 to be made compatible with FM8.
Is Adobe's new Robohelp better for FrameMaker?
Not better than WWP or WWeP for use in conjunction with FrameMaker source files? No. I recommend you choose either FrameMaker or RoboHelp because they are different tools, neither built for the other, with different processes.
Can RoboHelp directly convert FM documents to online help (OLH)? Does Adobe Robohelp OLH still require "tweaking?"
Tweaking remains an understatement.
Can any of these products export directly to a wiki?
Not sure. Maybe you could use structured FrameMaker and scripts to take XML content and put it in a wiki? Ditto HTML output from WWeP. I don't know enough about Wikis.
