Assumptions are almost always wrong -- but you already knew that. ;-)
I have a similar user base, also in manufacturing. I go with flow charts, diagrams, pictures, tables, minimalist step-by-step 1), 2), 3) instructions. Most of my detailed instructions are two pages (flow chart and table of pictures for the critical points). These are laminated and hung on the wall at the workstation when they're needed, kept in the book at other times. Some of them are enlarged before laminating, and they are stored in a drawer.
I add more verbal detail only if somebody says pretty please.
I worked in a high school a few years ago (Title I Remedial Writing, $8.52/hour with a 25-mile commute). Most sixth graders cannot read at the sixth grade level. Heck, most of the teachers can't. But that's another discussion and probably off-topic.
