It is my experience that referring to a different document should make the
reference at the "highest level".
That is: to the document, and to the table of contents, list of figures,
list of tables, index. Specific references will get lost when the document is
revised.
Remember that all documents may be revised and your references are liable to
be TOTALLY wrong.
Just my observation.
