Way back when my job was not just to edit the operator/maintenance
manuals but to manually prepare the camera-ready copy in justified
two-column format using an IBM proportional-spacing typewriter, those
extra four "points" of space were very helpful.
Yes, the government requirements included no widows or orphans, so if I
was off on my line count the entire page had to be recalculated and
retyped. Your tax dollars at work.
I'm thinking this might have been the original purpose of that extra
space. Thanks to a) new technology, and b) somebody finally said "why
do we have this requirement anyway?", the requirements were revised and
that part of my job went away.
