I find that that approach tends to produce uneven level in a document,
forcing some to be more baby-step simplistic than would comfortably fit
with the rest of the document.
One trick that I use to ensure both an even tone and very little chance
of single-step procedures is to generally start with a "recap" step:
1) Ensure that blah-de-blah is in place and raring to go.
2) Now, perform the one action that I wanted you to perform here.
