Jim -- while this lack of data may not be unique to tech writing, I can
say that software development, hardware development and QA/QC
organizations DO have this kind of data . . . .

We, as a large community, have been remarkably successful in fending off

Then, the question seems to become, is this lack of information and of
common assessment methodologies unique to Technical Writing? The
manager's original question implied that it is possible to make such
comparisons in other areas (software development, manufacturing, etc.).
Or are the same challenges found, in reality, in any attempt at
benchmarking against other organizations?

And even if you were able to get that kind of information, it seems
to me that the lack of a commonly accepted metric or
assessment methodology would guarantee an apples to oranges
comparison.
