I think the key here is that Roger's group is searching for an open source, WYSIWYG HTML editor "that does not expose or
break the HTML code." Though none of the examples mentioned thus far meet that criteria, you might have a look at http://www.cmsreview.com/WYSIWYG/OpenSource/directory.html , which provides a (an albeit somewhat dated) listing of open source HTML editors. Based on the information in that listing, you might find one or more applications that suit your needs.

Subject: Need Suggestions for a Basic (Free or Inexpensive) HTML Editor
I am looking for a bare bones HTML editor (other than Notepad) that we
might license and make available to our users. The goal is to allow our
users, who likely do not know HTML code, to easily customize the text of
HTML Help files. In a previous job, I used HTML Search and Replace, with
which I performed quick editing on multiple files at once.
We only want to support a single editor for users to customize the Help
files. This way we may prevent them from opening the files in Word and
adding proprietary code that does who knows what to the overall Help
system. However, we want a WYSIWYG interface that does not expose or
break the HTML code.
Thanks in advance for any ideas. I am on Digest, so no need to write me
separately. We have plenty of time to decide.
Thanks,
Roger Bell
