way to "balance it" is for qualified people to
decide they're not going to accept certain
conditions and leave companies in the situation
where they nobody will work for them because of
their bad reputations - or because everyone
left the state. Any conditions imposed by
"legal precedent" or legislation will just result in a
more determined effort to find loopholes or to just
leave, because ultimately you cannot force
employers to hire people or to remain in business
in a specific location.
