The company I work for, Industrial Medium Software, has created just such a tool... Expressroom is our content management/digital solutions system, which is XML/Java-based, and one specific component, Document Assistant, takes Microsoft Word (and Excel, PPT, plus over 100 other third-party formats) and converts them in to XML. Once you have it set up, you simply drag-and-drop your document (Word, or whatever) into Expressroom and Document Assistant transforms it into XML.
