Nearly all such needs can be handled by Keep with Next in a style.
We have one spot in our standard document template that uses a manually
inserted page break: the title page ends with a manual page break so
the other front matter can be on a page of its own. If that front
matter started with a unique style that could incorporate Page Break
Before we'd do it that way.
But the choice between a single manual page break in all documents and a
style that is used once per document seems pretty much at par to me.
Helps me remember that almost all rules have exceptions.
