The 'Subject' line of this thread is misleading: our caller HASN'T said no.

It's inconvenient when people don't play by my social rules. Inconvenient, and occasionally discomfiting, embarrassing and confusing. Occasionally infuriating. I'm sure everyone feels this way. Our caller's nemesis feels this way.

We are communicators; this is a case where clear, precise, unambiguous communication is required. Clear, direct, compassionate, kind communication. Respectful. I'd handle this situation by, the next time I found myself alone with him, lowering my voice and say, very, very kindly, "You are a total sweetheart to press what you clearly think is a valuable thing but I am not interested." If he argues, and it seems like he might, I'd raise my voice a little, drop the sweet tone, get firmer and repeat myself. If he persisted beyond that, I'd threaten him with HR. And I'd also write this all down and keep it, dated, in drawer.

To go to HR or to a manager before we've made every effort at unambiguous communication is unfair. It's not how I'd want to be treated.
