These types of people are difficult to work with while you are in that
type of situation, but even worse when they've been rejected. And even
worse when they've been rejected AND sent to HR.

Like you said, he'll be mad if you reject him, but he'll be even madder
if you go to HR. So I'd try to resolve the situation directly with him
first.
