If you are looking for a resource editor, you might want to have a look
at localization tools. They offer more functions than you need at the
moment, but you can certainly use them to change interface wording.

From former Software localisation projects I know Borland Resource
Editor (http://borland-resource-editor.qarchive.org/) and ResEdit for
Mac, now replaced by ResFool. Also, there is ResKnife for Mac
(http://resknife.sourceforge.net/).

Current localisation tools are SDL Passolo (http://www.passolo.com/) and
Catalyst (http://www.alchemysoftware.ie/products/catalyst.html). They
have been designed for software localisation but they offer you the
possibility to edit dialog boxes and menus and get a preview of the
localised/adapted version. This allows you to immediately see the effect
of changes to a software string. You can also resize dialog boxes and
buttons which is frequently necessary in localisation.
