TechWhirl (TECHWR-L) is a resource for technical writing and technical communications professionals of all experience levels and in all industries to share their experiences and acquire information.
For two decades, technical communicators have turned to TechWhirl to ask and answer questions about the always-changing world of technical communications, such as tools, skills, career paths, methodologies, and emerging industries. The TechWhirl Archives and magazine, created for, by and about technical writers, offer a wealth of knowledge to everyone with an interest in any aspect of technical communications.
If you are looking for a resource editor, you might want to have a look
at localization tools. They offer more functions than you need at the
moment, but you can certainly use them to change interface wording.
Current localisation tools are SDL Passolo (http://www.passolo.com/) and
Catalyst (http://www.alchemysoftware.ie/products/catalyst.html). They
have been designed for software localisation but they offer you the
possibility to edit dialog boxes and menus and get a preview of the
localised/adapted version. This allows you to immediately see the effect
of changes to a software string. You can also resize dialog boxes and
buttons which is frequently necessary in localisation.

At the moment I'm interested in Windows resource files written in Visual Studio, but if someone can share their experience of reviewing UI for other operating systems (Mac, Linux or UNIX), that would be much appreciated as well.

Editing a resource file in a text mode in a text editor and having the software installed for reference would be another option, but in that case it wouldn't be easy to see which string corresponds to which control in the UI.
