"Pacific +1"? That's like GMT -7 or GMT -8 depending on whether Daylight
Saving Time is in effect. I've never heard of using a "Pacific" offset.
I prefer the GMT offset with a location included. When I looked for the
time in Amsterdam, I didn't know the offset, so I needed to find the time by
city. Once I know the offset, then I prefer to use that.
The Windows time zone application, as with many applications, uses both an
offset and a city, which I prefer.
Then of course, math is a requirement for using GMT. When I learned that
Amsterdam was GMT +1 and California was GMT -8, I called my puppy's breeder
around 1:00 AM their time, because I thought they were only 7 hours later.
They said that they stay up late, so 11 PM was not bad, but 1 AM? Oops.
