That's the way recruiters want it. I have recruiters that I prefer over
others and when I am approached by more than one recruiter about a job, I
pick the recruiter that I like best to submit me.
Once my résumé is submitted, I cannot be submitted by another recruiter
because the hiring company will disqualify any candidate with more than one
submission to avoid being caught in the middle of a dispute.
