Correct answer as far as it goes. After you create the empty heading row, you need to copy and paste the contents of each cell of the pseudo-heaiding row into the true heading row.
If this is something you face frequently, you'd be well advised to invest a handful of dollars in the wonderful TableCleaner plug-in from Rick Quatro (Carmen Publishing). In addition to individual or global conversion of top rows into heading rows, it has a command to clear the custom ruling and shading flag that is automatically set for every table imported from Word (thus blocking the proper application of any defined table format), and several other tools that make it *much* easier and cleaner to convert Word tables to proper FrameMaker tables. At my previous employer I would have gone insane while converting thousands of pages of Word docs to Frame if not for TableCleaner.
