No, it's a document/PDF creation issue.  Vectors and text remain relatively 
small and scalable when PDFs are generated, but raster images must be subjected 
to downsampling and compression to avoid huge PDFs.  To make PDF images of line 
art scalable, they must be inserted into the document as line art and not be 
rasterized.
