It is everywhere, and it is especially prone to happen the person is a sub-par
performer in difficult economic times. The common thread in all these events is
that the person on the receiving end seems vulnerable to them because of youth,
gender, ethnicity, whatever, AND lets them get away with it.
If the individual behaving this way reports to you, then you start discussing
the behavior with HR so there's a track record of it. If the person reports to
the same manager you do, you start discussing it with your manager. If the
person reports to some other manager, start discussing it with that person.
Don't try to analyze why the person is behaving that way, just discuss the
behavior. Dealing with this sort of thing is a management responsibility, but
even the best management can only deal with things it knows about.
