The poll about "prerequisite"

I saw the poll regarding preference of "prerequisite to" versus "prerequisite for". 

I think the correct answer is that the word can be an adjective or a noun.  As an adjective, it normally takes the preposition 'to': "Competence is prerequisite to promotion."  As a noun, it would normally take 'for': "Math 101 is a prerequisite for Math 102."
