I agree with Bill, right down the line. A thank-you note, even in email, is another chance to present yourself as a responsible (and responsive) candidate and to briefly add or reinforce a few points about your strengths and rightness for the job. Sometimes I share info about something we talked about during the interview.
It's tough, though, if all you have is a phone number for HR. If it's a remote phone interview, I try to find out where the people I'm talking with are located and at least find the plant number.
I also try to send a hand-written note, when possible. In one case, thought I didn't get the job, I got a note back from the in-house recruiter with a lead to another job that he thought might be a good fit.
I haven't recorded my vote on the survey, yet, because it somehow doesn't recognize my email address. Let this stand as my vote.

I'm still a fan of the "it depends" poll option. ;-)
If I have contact information for them (and believe it or not, some
just give a HR phone number from the get-go) I write them. That said,
I need to get crackin' on one today!

When I was in a hiring role, I always appreciated getting a letter but
the content of the letter would definitely play in favor of or against
the candidate. Craft them wisely!
