Try the open source LibreOffice (google will find the download site for you).
Open the existing pdf in LibreOffice, then choose File > Export as PDF..
You'll get a dialogue box with an option 'reduce image resolution'. Check that then input the dpi you want in the box.
You can also adjust compression / quality in the same box.
