Are these publications going to be served over the web or are you
looking to distribute them as files or as an app or...?
Nearly all smartphones and tablets have zero issues with web content
(save for Flash), and all should consume HTML 5 well. As with
anything, you need to test your content. I recommend installing some
device emulators. PDF can be read, but they're not the easiest to
navigate on phones (especially the multi-column layouts or wide
stretches of small font text - lots of zooming and panning involved).
I'd stick to web formats, to be honest.
