Janice, that question was originally posed by Ken Cook in 1982 as a challenge to certification, and I posted the question and our answer as part of this discussion.
We have tried to make the certification as broad as possible within technical communication. Dan Wise was on the Certification Task Force, our predecessor group, and helped shape it with editing in mind. If you'd care to download the candidate instructions, I would be very interested in your thoughts on how much they are, or how they could be more, applicable to technical editors.
