Rick, when the STC Body of Knowledge is fleshed out enough, we will be able to test against it just as you outline. That process will allow for sub-certifications, and it will scale nicely to as many test-takers as we could dream of.
Of course, it would be much more comprehensive than the few topics you suggest. Once you have the information, you can draw test questions from it, change the questions from test to test, and establish subsets of questions for sub-certifications. It will be fair to applicants because all the information will be drawn from that available source. It will also be possible to set up training based on the information.
By the way, right now, the process needs to be different because the BOK isn't fleshed out enough yet. We can do evaluations, but it's a much more labor-intensive process, so we're looking forward to the progress of the BOK.
(Corollary: If you're afraid of taking tests, get certified now under the portfolio-based system.)
