Occaisionally you get companies or recruiters that just won't go forward without a number up front, especially if the gatekeeper is a web application form. In cases like that, I just give them the lowest number I would possibly consider to exclude the most absurd lowballers and get in the door for an interview where I can specify the contingencies that would be required to make that low amount acceptable. Not much else you can do, and probably not a great loss if the discussions don't go anywhere.
