I expect they don't have a reaction, except perhaps to keep reminding the
agency that they better not send any resumes that don't meet the
requirements. If the agency did manage to find someone qualified who'd
take the job and do it well, it'd greatly reduce the fee they'd have to pay
the agency if they eventually made the person a direct-hire offer.
