I'm sorry I wasn't very clear, contrary to the ad which is very clear about
the position being in Paris. All the candidates who live in foreign
countries knew very clearly before the interview that they will have to
relocate. Actually they all want to relocate to Paris and our add is a good
opportunity for them to do so, if they're hired.

The ad doesn't say anything about a relocation package: the candidate will
have to ask the question if he/she wants to know about it. And he/she can
then try to negotiate something. Good luck for that!!!

Am I clearer?

You mean your recruitment ad or agency didn't advise candidates that there
is no relo before they applied? Why waste everyone's time with an interview
without making sure that is clear from the start?

That's a good point. Actually we have 2 candidates who would have to
relocate if they were hired. The first interview will be over the phone.
They will learn then that if they're hired and relocate to Paris, the
company will not provide any assistance (financial or logistical).
