Copy/cut and paste doesn't work because even though the text may be
the same, the bookmark reference disappears. Moving sections in
Outline view or by navigation bar is better.
Regarding your other problem, sometimes the bookmark end marker gets
moved from too many cut and paste moves. Hide field codes, turn on
field shading, and check out how the document reads. You may find
repetitive sections because I the cross references.
