The TechWhirl Archives and magazine, created for, by and about technical writers, offer a wealth of knowledge to everyone with an interest in any aspect of technical communications.
I found DITA Best Practices by Bellamy, Carey, and Schlotfeldt on IBM Press
to be quite good from a foundational understanding and philosophy
perspective. It does a good job with the "why" and early-planning "how,"
but does not go into specific tools, so that may be a weakness. https://www.informit.com/store/product.aspx?isbn=0132480522
