Table moving to next page in Framemaker 9

I've got a formatting issue in Framemaker 9

Despite there being plenty of room for the table on the same page as the
introductory sentence (in which the table anchor/marker sits), a table of
mine has been forced to the next page. I have tried every combination of
'Keep With' settings possible and nothing changes.

The Title setting for the table is 'Below Table', as it is with every other
table in the document which all work fine.
