No help for you, but OpenOffice / LibreOffice likes to do that, too.
I was formatting my pictorial-with-a-little-text Quick Start Guides by means of tables (with a lot of .PNGs in table cells) and was constantly getting a row or two at the top of a page, then vast blankness until the table resumed on the next page. There was room for two, three, four rows below the abandoned row(s). Even forcing the table to start at a different location would not reliably get rid of the huge gap... although it might cause the split to occur between different rows. Sometimes that would happen twice in a single table (though rarely). I never did get it sorted to my satisfaction. Naturally, between episodes of vicious cursing, I'd look back fondly to my FrameMaker days, when such things simply wouldn't happen. Go figure.

I've got a formatting issue in Framemaker 9
Despite there being plenty of room for the table on the same page as the introductory sentence (in which the table anchor/marker sits), a table of mine has been forced to the next page. I have tried every combination of 'Keep With' settings possible and nothing changes.
The Title setting for the table is 'Below Table', as it is with every other table in the document which all work fine.
