Some engineers insist on distinguishing between figures and tables, and want to maintain separate caption numbering. Hency we use "exhibit" to combine them, despite the formality of the term.
Word can indeed refer to the page number, but I see no reason to. If you really want to, open the cross-reference dialog box and in the Insert Reference to dropdown pick Page Number.
