Look at Confluence. You can organize it however you like. There are
various ways you can export for offline access.

I think Acrobat X's help was easier to use:

To me, the Acrobat XI makeover seems like a disorganized mess by comparison.


Flare is not an XML editor, it's a help authoring tool that uses
proprietary source (which happens to be XML-based, but that's of no
particular value).
