Yes, it is a jaundiced view, which is understandable since it is based on sampling of only one.
I have worked with several graduates of technical writing programs. Some are good technical writers, some exceptional writers, some not so much. I didn't get a degree in technical writing but am fairly confident I would benefit (even at my age) from a certificate program such as those mentioned in the article. As with most education (and experience), it depends a lot on what you put into it.
