The "Fixed" setting is also variable, by the user, so "Variable" isn'treally getting very close to the key difference between the two.
You're right -- and it's actually worse because there's a totally different mode that has similar "behaviors". Fortunately we're still in the doc review stage, so lots of PM and Eng folks will review. So maybe clarity will break out :-).
But all I can do for now is be consistent, even if the terms aren't the best.
