I too have a "Review" target. Whenever I want to send topics out for
review, I just add them to the Review TOC. You can either drag and drop
one or two topics from the Content Explorer, or copy and paste from another
TOC if I've got a whole chunk of related topics/new chapter/etc. that need
reviewing.
